Pat the beef dry and season with salt and black pepper. Lightly coat with flour.
Heat olive oil in a large pot or Dutch oven over medium-high heat.
Brown the beef in batches, then transfer it to a plate.
Add the onion and cook until softened. Add garlic and cook briefly.
Stir in tomato paste and cook for about 1 minute.
Return the beef to the pot and add the beef broth.
Add carrots, potatoes, celery, thyme, and rosemary.
Bring to a gentle boil, then reduce heat to low.
Cover partially and simmer for 1½–2 hours, or until the beef is tender.
Add peas during the final few minutes if using.
Taste and adjust the seasoning.
Serve warm with bread, rice, or your favorite side.
